The Gemoro (Kesubos 111a)
says "אר"א כל הדר בא"י שרוי בלא עון"
Whoever lives in Eretz
Yisroel lives without sin.
The פני יהושע qualifies this
Chazal that it is only applicable in certain conditions.
One of them is,
only for one has in mind to be מקיים the Mitzvah of ישיבת ארץ ישראל
This statement won't
apply for someone who happens to be living in E,Yisroel
because he was born there or for some other
reason.
