There are four reasons why Mr.Fester won't make Havdala on Sunday night
1) He heard from a Choleh who
made Havdalah on Tisha Baav and he
had in mind to be Yotzei.
2) He is Rachmana Litzlan an Onnen on
Sunday night.
3) He broke his fast by
drinking water.
4) He became a Ger on Motzei
Shabbos
Many answered He made
Havdalah on
Shabbos after Plag.
According to Mori V'Rabi
Harav Hagaon
R. Shlomo Miller Shlita,
One can not
make Havdalah (Al Hakos)
after Plag on
Shabbos Erev Tisha Bav
because immediately after
Havdalah
he would need to start his
fast and won't be
able to drink the wine.
