The באר היטב (O.Ch. 238) writes "to
refrain from reading Pesukim in Tanach
during the nighttime before Chatzos."
Therefore many* refrain from saying
Tehillim before Chatzos.
R. Pinchas Koritzer zt"l said that this
doesn't apply to the month of Ellul and
one may say Tehillim in the nighttime
even before Chatzos.
*The אשל אברהם (Buchatch) writes
Tehillim may be said all year in the nighttime
being saying Tehillim is considered
like learning נגעים ואהלות
