The Four Reasons

Sefardim do say ועל מחיתה on grains from E.Y.

Ashkenazim do not say ועל מחיתה on grains from E.Y.

BECAUSE

1) Only fruits that are in its original form and not 

foods which were changed from grain to flour.

(when eating grain kernels [original form] then we 

say פרי האדמה & בורא נפשות)

2) Only 2 grains out of the 5 are נשתבחה בו הארץ whereas

all 7 minim are נשתבחה בו הארץ.

3) Most grains come from Chutz La'aretz so  most of

the time it is a Safek.

4) Since the Bracha is on the מחיה (nourishment) and not 

on the actual food (דגן) We have a special praise (פרותיה)

only on א"י food and not on nourishment of the food from א"י.
