When would it be Assur to drink even water ?
According to R. Shlomo Kluger zt"l (Haelef Lecha Shlomo 121) If someone didn't make Kiddush on Yom Tov or Friday night he may not drink in the morning even water . The Chiyuv of daytime Kiddush only starts after Tefillas Shachris. Therefore one may drink water.Shabbos or Yom Tov morning before Shachris The person who didn't have Kiddush the night before may not drink because he stil has the Chiyuv of night Kiddush.
