You are obligated to send משלוח מנות on Rosh Hashana
The Pri Chodosh writes He
sent משלוח מנות to the poor,
on ראש השנה because the נביא
says לכו אכלו משמנים ושתו ממתקים ושלחו
מנות לאין נכון*

said Since the Gemoro (Beitzeh 15b) says
this פסוק refers to a person who didn't make ערוב
תבשילין **
the only time there is חיוב to
send משלוח מנות is when ר"ה falls on Thursday so ערוב תבשילין is
required
if someone forgot to make ערוב תבשילין then there is a חיוב to
send to him משלוח מנות so he will have
food for
שבת (the day after ר"ה).
*Nechemya 8: 10
** The Maharsha writes "The
Gemoro didn't say sending to the poor because it says לאין נכון (didn't
prepare) if for poor then it should have said לאין לו (Rashi in
Nechemya does say to the poor)
