The Rav tells Yankel, he may eat it now (in the neighbor's house)
but if he takes it home to eat he must wait until the following week
AFTER THE 9 DAYS.

According to the מגן אברהם תקנ" א: ל"ה*, those attending a Bris in the 9 days may eat meat only in the house where the Bris takes place.

If the meat (sandwich) was brought to a different home it may not be eaten during the 9 days.

at a Bris but cannot have the food sent to them to eat at home"
